DES and jobactive Contracts – Hiring the Right People at the Right Time

In this article, discover the trends we are seeing in relation to recruitment for disability employment services and jobactive positions. Read on to find out how roles are being impacted by the soon to be implemented New Employment Services Model and the skills and experience our employment services clients are currently looking for.

In our experience as a trusted recruitment advisor to the employment services sector, our clients are dealing with significant change. As we near the pointy end of the delivery of DES and jobactive contracts, recruitment to improve performance is well and truly underway.

With star ratings on hold and engagement with participants dropping, many providers have found themselves struggling with contract performance.  The focus on contract performance is particularly prevalent as we are now past the halfway mark with the DES contract. The industry is about to wave goodbye to jobactive and welcome the New Employment Services Model that aims to reform employment services for job seekers, employers and providers.  It will replace the jobactive program from 1 July 2022.

Pressure to Perform

Our provider clients acknowledge they are feeling under pressure to ensure that they are performing on contract delivery. Consequently, we are seeing staff changes as more performance focused staff members are recruited at both front line and site management level.  At Parkhouse Bell we are being asked to source candidates who have a proven history in delivering to targets and KPIs from within the employment services sector primarily, with the odd few happy to look outside the sector at industries such as sales, marketing, and recruitment.   Candidates in employer engagement and business development roles are hot property right now!

Skills in Demand

Attributes we are being asked to look for in candidates include the abilities to form relationships and influence others.  Providers are also looking for people who will act proactively and ‘join up the dots’ – in other words, problem solvers.  These skills will also be important for the new Provider Performance Framework which will be introduced to ensure employers and job seekers received a quality service that meets their needs.

High performing providers will receive early and regular licence extensions while poor performers will not have their licences renewed.  They will exit the market, providing a strong incentive to achieve high performance!

We are delighted to be partnering with Empower Assistance Dogs to support the excellent community programs they operate. The purpose of this not-for-profit charity is to provide professionally trained government certified assistance dogs to people with disabilities to enhance their independence and quality of life. Funds raised go towards breeding, raising and training the dogs to then be placed with recipients who have a mental or physical disability. Dogs are certified under the Qld Government Guide, Hearing and Assistance Dog Act 2009.
